The medical worker, dubbed “Dr Evil” despite not being a real doctor, had become notorious among victims at Prison colony No. 10 in Mordovia.
Sorokin allegedly inflicted electric shocks, savage beatings and depraved sexual humiliation on terrified Ukrainians.
The State Security Service of Ukraine (SBU) and the National Police have now collected evidence against the 34-year-old.
“Dr Evil” is said to have worn a white medical coat and a balaclava while he terrorised wounded prisoners.
Survivors described the torture as “pointless sadism”, claiming Sorokin “made prisoners bark and crawl like dogs, or crow like roosters”.
“One POW barked especially well and was made to do so constantly.”
Sorokin would pretend to conduct a “medical examination” before using a taser on his victims, the SBU report said.
The report states that this callous electric-shock torture left prisoners unconscious or temporarily paralysed.
The fake doctor is also accused of cruel medical mistreatment.
The report said: “The Russian paramedic deliberately left wounded soldiers, who were kept in the cells, without painkillers and bandages.”
Ukrainian soldier Volodymyr Yukhymenko died from his injuries after enduring pneumonia, multiple fractures and internal bleeding.
Dr Evil was first revealed by independent journalists who working with with dozens of exchanged Ukrainian POWs to expose the identity of the so-called doctor.
An investigation by Schemes and Current Time, corroborated by nearly 50 ex-inmates, said Sorokin singled out prisoners for brutal genital beatings.
Pavlo Afisov, a former inmate said: “His favourite question for all of us was, ‘Who are you?’ We had to reply, ‘F*s.’”
Other psychological torment included mock executions and forced singing of Russian anthems.
“Nearly all” prisoners “reported having been tortured and subjected to relentless physical and psychological violence”, the report said.
Ukrainian Security Service investigators reported Sorokin under Part 1 of Article 438 of the Criminal Code of Ukraine on suspicion of war crimes and cruel treatment of prisoners of war.
But Dr Evil remains in Russian territory, so security services are still trying to find and punish the twisted torturer.
