Parry, 70, has been the chairman of the since 2019.
And he has lifted the lid on the recent push for the 3UP bid.
The idea backs a change to ensure an extra club can be promoted into the EFL from the National League.
Currently, only two clubs are promoted into the EFL from the fifth tier of English football, with two relegated from fourth tier, .
Parry has now weighed in on the debate, describing the existing format as “indefensible”.
As quoted by the Daily Mail , he said: “We need to embrace change and I think clubs would vote for it…
“There comes a point where you’ve got to do what is right for the greater good.”
Parry added that such a move would need to be aligned with greater financial controls.
The EFL have resisted previous calls for this change.
But Parry’s comments appear to suggest a change could be on the horizon.
In October, the 3UP campaign saw all 12 National League fixtures delay kick-off by 15 minutes.
During the conference, Parry also alleged that the football regulator could have been scrapped by then Prime Minister if a suitable offer had been made by the Premier League over financial redistribution rights.
He claimed Sunak “would have binned the regulator, even at the 11th hour”.
The EFL previously told the National League it wanted to wait until the new Independent Football Regulator was in place before making a decision on the 3UP scheme.
