In the jaw-dropping clip, several women lawmakers are seen struggling to get to the front of the podium to get a chance to speak.
Many have their arms locked into one another, with one woman appearing to be almost on top of a male politician.
A few savage jabs are thrown between the group – as one politician in white is seen elbowing another in the stomach, sparking a full-on roughhouse.
The session then explodes into total mayhem.
A pair of rivals give each other smacks before one of them lands a hard slap on the back of the head.
Vicious hair-pulling then ensues – with several women instantly grabbing whoever’s locks are closest and giving them a firm tug.
Necks are yanked back and some of the congresswomen resort to prying fingers out of their own hair.
Some start recording the shocking altercation, while others are caught up trying to put an end to the unbecoming behaviour.
Stunned lawmakers stood in the main area of the room watched in awe as the brazen tussle unfolded in front of them.
The jostling ensues for a few minutes after, as more politicians are seen delivering powerful elbow jabs and grappling to get to the front microphone.
The astonishing scrap-up took place during a debate about reforms to Mexico City’s transparency oversight agency.
Members of the right-wing opposition National Action Party (PAN) were protesting measures by the left-leaning Morena Party before the havoc ensued.
Both parties condemned the scuffle, which started when Morena politicians started to wrestle away members of the opposition party.
A PAN aide said: “We took the podium peacefully, without touching anyone, and the decision made by the majority legislative group and its allies was to try and regain control of the board through violence.”
Another member of the conservative party said: “Not only is it vulgar, not only is it aggressive, but it is lamentable that this is the majority governing party for this city.”
A Morena spokesperson said: “What worries us a lot is how the opposition is systematically resorting to violence instead of arguments, in the absence of being able to debate.”
It comes after again in August – this time in the Senate.
Two senior politicians got engaged in a rowdy exchange, before a photographer was brutally shoved to the ground by one of them.
Shocking footage captured the punching match between PRI leader Senator Alejandro Moreno and Senate President Gerardo Fernández Noroña of the ruling Morena party.
Lawmakers were in the middle of singing the national anthem to close the day out when Moreno demanded the floor.
