A CREEPY foot fetish voyeur who had more than 10,000 pictures of girls’ feet on his phone has avoided prison.
Pervert Samuel Tobin, 31, also had 444 videos and even more images stashed on a USB stick.
The sickening haul included pictures of girls in school uniform, with some showing a school sign in the background.
A USB stick was divided into folders labelled “flats”, “loafers”, “flip-flops”, “sandals” and “schoolgirls”.
Prosecutor Hollie Davies told Basildon Crown Court another 28 USB sticks were still “awaiting further assessment”.
Tobin appeared to have staked out a school, the court heard, with many of the images showing girls in uniform.
But none of the pictures were indecent, with the majority showing feet, ankles and shoes.
They appeared to have been taken without the women or girls knowing and for Tobin’s sexual gratification.
Tobin, of Westcliff, Essex, sat with his head in his hands in the dock on Wednesday.
He had first been made subject to a sexual risk order in 2021 to “help manage the defendant’s sexual preoccupation with feet and shoes”.
The order banned him from taking pictures of people’s feet without their consent.
But he has breached it three times since — in 2023, 2025 and 2026.
Essex carried out a random spot check at Tobin’s home in June.
He was found using his computer in his bedroom and grabbed his phone when an officer entered.
The prosecutor said he began “fussing with it, pressing buttons” before the officer took the phone from him.
His gallery was empty, but officers found around 10,000 pictures and 444 videos in the deleted folder.
Miss Davies said: “Looking through those images, the majority were of feet.
“Nearly all were of female feet either in sandals or school-type pumps and taken from varied angles.”
One picture amounted to voyeurism — showing a woman sunbathing in the privacy of her back garden.
The other thousands of images were dealt with as breaches of his sexual risk order.
Tobin had previously been given community orders for his two earlier breaches.
He was still subject to the latest order when he carried out the offences.
Defence barrister Angelina Nurse said Tobin had been diagnosed with autism disorder and was awaiting a possible ADHD diagnosis.
She said he had an “obsession” and “compulsion” to photograph feet, ankles and shoes.
Miss Nurse told the court the offences had “crossed the custody threshold” but probation believed his risk could still be managed in the community.
Tobin had already started therapy to try to control his urges, she added.
Recorder Peter Clark sentenced him to two years in , suspended for two years.
He must also complete 120 hours of unpaid work, a “building better choices” course and up to 30 additional rehabilitation activity days.
The judge said there was a “realistic prospect of rehabilitation” despite Tobin’s “terrible history”.
But he imposed a ten-year sexual harm prevention order, meaning Tobin will remain on the sex offenders register for the same period.
Recorder Clark warned him: “You are really getting to the last chance saloon now.
“It’s in your hands now to make sure you don’t tip over the edge.”
