ANDY Burnham is preparing to rip up the triple lock, change the electoral system and embark on mass nationalisation in a radical first conference speech.

Drawing the battle lines of the next election, he will demand an “honest conversation” about the in hugely controversial move.

He is also expected to use his to attack “vested interests” and set out a plan to wrestle more control of water, energy and housing.

Despite ruling out an election to secure his own mandate, the Labour leader will promise a breaking with the “flawed thinking of the last 40 years”.

Burnham has also promised to finally reveal his plan to spend 3.5 per cent of by 2035.
