The Lagos State Police Command has warned against thuggery and electoral violence as local government election holds across the state on Saturday.
The police also vowed to enforce the restriction of movement order earlier issued by the state government.
The Commissioner of Police, Hakeem Odumosu, said this on Friday in a statement signed by the Police Public Relations Officer in the State, CSP Olumuyiwa Adejobi, titled, &#8216;Lagos LGA/LCDAs polls: Lagos police deploy resources, warns against electoral violence, thuggery.
 Odumosu, while giving directives to officers and men and tactical Commanders in the state on Friday, at the command&#8217;s headquarters, Ikeja, also ordered that all Lagos State Independent Electoral Commission&#8217;s facilities, sensitive materials, polling units and collation centres must be adequately protected.
The statement read, &#8220;In preparation for the forthcoming Local Government Councils and Local Council Development Authorities&#8217; elections in Lagos State, the Lagos State Police Command has deployed its human and material resources to provide adequate security before, during and after the elections which have been slated for Saturday 24th July, 2021, with a view to having free, fair and credible elections in the state. 
&#8220;The Commissioner of Police has also directed officers and men who have been detailed for the election duty to work hand in hand with other security operatives that are being incorporated into the security arrangements for the elections, and discharge their duties according to the Standard Operating Prosecure of the Nigeria Police and extant electoral laws

&#8220;In addition, the Command has put measures in place to enforce the restriction of movement order across the state between the hours of 6am and 3pm on Saturday 24th July, 2021, with the exception of only those on election duty and essential services on the election day.

Manitoba organizations will receive a cut of more than $25 million in funding aimed at conserving prairie wetlands and grasslands, the federal government announced Friday.
Agriculture and Agri-Food Minister Marie-Claude Bibeau said the bulk of the funding &#8212; up to $19 million over three years &#8212; is going to Ducks Unlimited Canada for conservation and restoration projects, including the conversion of croplands to grasslands.
A further $4 million is headed to the Nature Conservancy of Canada for grassland/wetland enhancement projects, as well as $2.4 million to the Manitoba Habitat Heritage Corporation, which will manage threatened grasslands to store carbon while benefiting southwestern Manitoba communities.

Federal funding to help with prairie grassland, wetland conservation: minister

Defence Minister <a href="https://www.flyingeze.com/tag/harjit-sajjan" target="_blank">Harjit Sajjan</a> told the military to create a position eventually filled by a reserve officer from his old unit who had been ordered suspended from the Vancouver police for an inappropriate relationship with a subordinate, according to newly released briefing notes.
Sajjan also wanted the military to upgrade the position less than two months after Maj. Greg McCullough was hired because the minister wanted even more support in his home riding in Vancouver, according to the notes, though that request did not become reality.
The briefing note comes amid lingering questions over how and why McCullough ended up in the unique position before his removal last month following revelations about the complaint and disciplinary action taken against him while he was a sergeant in the Vancouver police.
McCullough was hired to support Sajjan in March 2020 despite an external investigation that found him guilty in 2018 of two counts of misconduct for his relationship with Const. Nicole Chan, who later took her own life in January 2019.

It also follows opposition calls for Sajjan to resign over his handling of sexual misconduct allegations involving senior military commanders. Global News first reported on allegations against retired Gen. Jonathan Vance in February &#8212; which he denies &#8212; and since then, concerns about an &#8220;Old Boys network&#8221; that protects the top brass have sparked a reckoning over military sexual misconduct.
Defence experts have described the matter as an institutional crisis for the military.
Vance was charged earlier in July with one count of obstruction of justice. Military police laid the charge but handed the case over to the civilian court, citing the &#8220;limitations&#8221; of the military justice system.

Sajjan&#8217;s office has acknowledged the minister and McCullough knew each other as officers in the British Columbia Regiment (Duke of Connaught&#8217;s Own) and that they both served at the same time with the Vancouver Police Department.
But it says the military was responsible for the process that led to McCullough&#8217;s hiring, and that neither the minister nor his staff were aware of the complaint and disciplinary action taken against him while he was a sergeant in the Vancouver police.

The Department of National Defence announced last month that McCullough was no longer working as Sajjan&#8217;s aide, though he does remain a member of the Canadian Army reserve.
Prepared for then-chief of defence staff Jonathan Vance dated May 6, 2020, the briefing note obtained by The Canadian Press through access to information does not mention McCullough by name but does show the minister personally led the charge for a new assistant in Vancouver.
While Sajjan at the time already had four military assistants in Ottawa, and the Defence Department says it has no records of such a position being created outside the capital, the note says: &#8220;The minister determined that additional full-time support is required while he is in Vancouver.&#8221;
It goes on to say an &#8220;appropriate candidate&#8221; was selected in March 2020 and was currently working with the minister, but that &#8220;based on the minister&#8217;s recent direction,&#8221; Sajjan would need even more support and thus the position should be upgraded from a part-time to full-time role.
Such an upgrade would have represented a significant pay increase for whoever was in the role.

The briefing note recommends the position be upgraded and filled through &#8220;an open, fair and equitable&#8221; competition, though Defence Department spokesman Daniel Le Bouthillier said the upgrade did not happen because such full-time positions are only for exceptional circumstances.
Sajjan&#8217;s spokesman Daniel Minden defended the creation of the military assistant position in Vancouver, saying in an email: &#8220;In order to avoid the high costs of travel by Ottawa-based military staff to Vancouver, a Vancouver-based military assistant position was created.
&#8220;During the COVID-19 pandemic, Minister Sajjan has spent part of the past year working remotely from his riding in Vancouver, where this support was even more important.&#8221;
The pandemic is not mentioned in the briefing note.

Le Bouthillier said the position remains unfilled.
&#8220;Military assistants from Ottawa are travelling to Vancouver as required to carry out these tasks,&#8221; he added in an email.
&#8220;The function is still required but an updated analysis of feasibility and efficiency (after several months of COVID-19 restrictions) is being done by the Canadian Armed Forces to make a decision on how best to structure the military assistant&#8217;s office.&#8221;
Reached by telephone on Thursday, McCullough declined to comment, saying he got in trouble for previously speaking to The Canadian Press and was not authorized to speak further.
&#8220;Minister Sajjan had nothing to do with my hiring process,&#8221; he said last month. &#8220;He required a military assistant on the West Coast because of the amount of time that he spends here, and that&#8217;s it. I didn&#8217;t speak with Minister Sajjan about this process, and I serve the Canadian Armed Forces.&#8221;
Prime Minister Justin Trudeau has insisted Sajjan, who has served as Canada&#8217;s only defence minister since the Liberals first took office in late 2015, is the right person to lead the charge when it comes to changing the military&#8217;s culture and eradicating sexual misconduct and hate.

Defence minister instructed military to create contentious Vancouver aide role: documents

An unnamed city employee in Calgary 911 has worked a lot of overtime, according to documents made public Thursday.
Following an administrative request from councillors Jeromy Farkas and Sean Chu in April, CFO Carla Male submitted a report on overtime from the past four years for Monday’s city council meeting.
In two subsequent years, more than $100,000 in overtime was paid out to a city worker. The report was unclear whether it was the same individual or just within a given business unit.

According to the data, the city paid an average of $30.1 million in overtime between 2017 and 2020 to an average of 8,227 city employees. Calgary Police Service paid an average of $13.6 million to an average of 2,154 CPS employees over the same time period.
In her report, Male said the four-year average represents just more than two per cent of the city’s salary and wage expenses, and one per cent of the city’s total annual expenditures.
2018 marked a high point in the number and amount of overtime paid out, with $33.2 million going to 8,538 city employees.

Male noted that very few employees receive high overtime payouts, with city business areas with more volatile service requirements from the community and needing uninterrupted support generally resulting in overtime payouts.
“Approximately 95 per cent of employees received less than $10,000 and 98.5 per cent of employees received less than $20,000 in overtime annually,” the city’s CFO wrote.
But it was in 2019 that the highest single payout of overtime was made: $111,539.55 was paid to an unnamed employee at Calgary 911, in the Community Standards department. In 2018, $100,319.65 was the next-highest overtime payout, again to an individual in Calgary 911.

Both Male and Community Standards GM Katie Black declined an interview with Global News, instead waiting to make their comments at Monday’s council meeting.
On Thursday, Ward 11 Coun. Jeromy Farkas said there have always been questions about overtime at the city.
&#8220;But no one&#8217;s actually gone down and run the numbers.&#8221;

Farkas recognized that overtime has its place in any organization, but called the numbers &#8220;just ridiculous.&#8221;
&#8220;It&#8217;s bad for taxpayers, but it&#8217;s also bad for the employees themselves because they&#8217;re not properly staffing some areas of the city and it could potentially lead to burnout,&#8221; the ward 11 representative said.
&#8220;I would argue if you&#8217;re at $110,000 an all-time overtime payments for a given year, you&#8217;re probably not putting in your best work either.&#8221;
On Thursday, Nenshi said the six-digit overtime payouts to Calgary 911 “raised my eyebrows a little bit.” But he said the rest of the data looked normal given the city’s 15,000-person workforce, “a relatively small percentage of employees who need to take overtime.”

“Management-exempt employees had to do a lot of OT during COVID-19 &#8212; we laid off a lot of people, that made sense to me,” Nenshi said.
The mayor said the oversized amounts should be looked into by city officials.
Farkas wants an independent review of the city’s overtime policy and to publish a so-called &#8220;sunshine list&#8221; for overtime.
&#8220;Having public disclosure of payouts like this on a regular basis could help spot waste and inefficiencies,&#8221; he said. &#8220;And I&#8217;d also be pushing for things like a cap on overtime payments to not have such runaway compensation happen for future years.&#8221;

The bipartisan Averting Loss of Life and Injury by Expediting SIVs Act of 2021 to protect Afghan allies at risk of retaliation for aiding in American operations abroad passed the House this week.
The legislation, which Rep. Donald McEachin (D-VA-04) cosponsored, will aid in the Biden administration’s Operation Allies Refuge to evacuate key Afghan partners in the region by streamlining the process and allocating an additional 8,000 visas while maintaining existing security and vetting procedures.
Passage of this legislation follows the Department of Justice’s recent announcement that Fort Lee, located in Rep. McEachin’s district, will receive over 2,500 Afghan interpreters and their families, as American troops continue to withdraw from Afghanistan.
“I voted for the bipartisan ALLIES Act to take action and help our Afghan allies who risked so much to support American military operations in Afghanistan. These courageous men and women aided our troops, and the United States owes them a debt of gratitude,” McEachin said. “I am pleased that thousands of Afghans are currently being relocated to Fort Lee and was proud to cosponsor this bipartisan bill to take another step in protecting our partners and their families in the region. This legislation will make critical reforms to our Special Immigrant Visa program to expedite processing and increase the cap on SIVs to ensure Afghans receive the protection they deserve.”

The leadership of All Progressives Congress, Nassarawa Eggon Local Government Area of Nasarawa State, has suspended the Commissioner for Land and Survey, Dr. Salihu Alizaga over alleged insubordination to the party in the area.
Chairman, Caretaker Committee, Mr. Malle Moses announced the suspension yesterday in Nasarawa Eggon, after he constituted a seven-man committee to investigate the allegation levelled against the Commissioner by the APC leadership of Nassarawa Eggon/Alizaga ward.
He claimed that the suspension of the Commissioner will pave way for a thorough investigation into his alleged insubordination to the party leadership in his ward.
&#8220;As you can see, we have received formal complaint/petition against Dr. Ahmed Salihu Alizaga from the APC leadership of his ward, Nassarawa Eggon/Alizaga.
&#8220;So, we decided to constitute a seven-man committee to investigate the allegation levelled against the commissioner by the party leadership of his ward.
&#8220;It is in view of this that we the leadership of the party at the local government level decided to suspend the commissioner pending the outcome of the investigation on his alleged insubordination,&#8221; he said.

Reacting, the Commissioner for Lands and Survey, Dr. Salihu Alizaga said that he was not aware of the suspension, noting that as the leader of the party in his local government area, the leadership of the party does not have the jurisdiction to suspend him.
According to him, &#8220;I am the leader of the party in the local government area so nobody has the right to suspend me. They can&#8217;t just sit down and say they have suspended me without inviting me for a meeting.
&#8220;I have not been invited by my ward on this matter. Nobody has given me a letter of invitation to go to my ward and have a meeting with them.
&#8220;By the constitution of the APC, the caretaker committee that is not a legally constituted authority cannot suspend any member not to talk of suspending the leader of the party in the local government area.&#8221;
Earlier, Mr Umar Dahiru, the Secretary, APC Nassarawa Eggon LGA, while reading the formal complaint/ petition against the commissioner, said that the commissioner has been interfering in the affairs of the party in his ward without the permission of the party.
Our Correspondent learned that Alhaji Mohammed Ubangari will serve as Chairman, Bala Moses as Secretary, while Yakubu Musa, Andoka Elijah, Mathew Duniya, Aminu Jibrin, Chris Yerima will serve as members of the committee.

Nasarawa APC suspends commissioner for alleged insubordination

THE Independent National Electoral Commission in Cross River State has registered 9,261 eligible voters online as of Monday July 19, while physical registration will begin on Monday July 26.
The state Resident Electoral Commissioner, Dr Emmanuel Hart, disclosed this on Thursday at the state headquarters of the commission in Calabar.
Speaking during the demonstration of the upcoming physical registration of voters in the presence of service commanders in the state, Hart said, &#8220;The online system has proven to be widely acceptable and user friendly and already yielding results, as a total of 752,011 Nigerians have registered online nationwide in the three weeks of resumption, out of which 9,261 enrolled in Cross River State (Record as at Monday, July 19).&#8221;
He said the physical registration was shifted from July 19 to July 26 due to the Eid-el-Kabir public holiday, and that three machines have been dedicated to each local government area and seven at the state office.
According to him, the physical registration will take place at INEC state headquarters and the 18 local government headquarters in the state, adding that &#8220;It is the civic responsibility of every eligible voter to register. Let the public know that we are for them. If they have any challenge they should come to the headquarters.&#8221;
Hart said 123 registration officers had been appointed for the exercise, adding that &#8220;The continuous registration exercise will end in the third quarter of 2022 to enable the commission to prepare adequately for the 2023 elections.&#8221;
Speaking on behalf of the service commanders, the Chairman of Inter-Agency Consultative Committee on Election Security and the state Commissioner of Police, Sikiru Akande said, &#8220;The fact that we (service commanders) are here shows that this process (registration) will be hitch-free security-wise.&#8221;

Maj.-Gen. Dany Fortin says his career &#8220;appears to be over&#8221; after he was abruptly removed from his role overseeing Canada&#8217;s COVID-19 vaccine rollout because of a decades-old allegation of sexual misconduct.
Fortin&#8217;s assertion is contained in an affidavit sworn last week as part of his legal battle to reverse the government&#8217;s decision in May to fire him from his posting with the Public Health Agency of Canada.

Fortin&#8217;s legal team says the affidavit has been served on Attorney General David Lametti and will be formally submitted to the court in September.
In the affidavit, Fortin says he still has not been told why he was abruptly removed from overseeing the vaccine campaign but that the decision has been devastating on his reputation and career.

Fortin says his performance to that point in his military was considered exemplary, but that while he expected to receive a promotion and new assignment after finishing with the vaccine campaign, his career now appears to be over.
Fortin says the decision to remove him did not respect due process, and he has accused Prime Minister Justin Trudeau, Defence Minister Harjit Sajjan and Health Minister Patty Hajdu of political interference.

Fortin’s assertion is contained in an affidavit part of his legal battle to reverse the government’s decision to fire him from his posting with Public Health Agency of Canada.
