HANDING illegal migrants free healthcare from the taxes of ordinary workers is “disgusting” says ex-No10 guru Steve Hilton.

’s former policy chief has emerged as the unlikely frontrunner to be California’s next Governor with promises of tax cuts and radical reform.

He says hard lessons learnt failing to fix are driving his “aggressive” outsider campaign to rip up the state’s bloated bureaucracy.

Polls show the one time Downing Street adviser turned host leading the Republican field, as well as edging ahead of the Democrat runners in the deeply left-wing state.

No Republican has won the liberal stronghold since Terminator-star in 2003, but Hilton’s unlikely insurgency is making waves, he says, “with a huge army now of grassroots supporters, small dollar donors.”

He has vowed to slash illegal and tear up green climate taxes that are leaving the state with the highest in America, promising a new “Cali-fordible” era Californians would be exempt from state income taxes up to $100,000 and offered lower healthcare bills by removing illegal migrants’ free insurance coverage.

Echoing , Hilton told The Sun last night: “It’s time to make golden again”.

Despite renouncing his British citizenship and becoming an American, he says many of the same problems like blighting Britain are hitting the one time US powerhouse state.

“Our electric bills are more than double the national average,” he said.

“Then we’re going to look at all the bloat and the fraud and the waste and the corruption in our state government.

“The budget of the State of California has nearly doubled in the last five years. Is everything twice as good? No, it’s worse.”

Hilton left in 2012 after less than two years fed up with the slow pace of change and the out of control Whitehall bureaucracy.

In a dramatic parting shot he recommended slashing £25 billion from the bill and sacking 90pc of the UK’s then 434,000 civil servants.

He said: “I point to my experience in the UK as one of the reasons, not because we can look back on that and say we did such a great job, almost the opposite, but I see the tricks of the bureaucracy. I saw firsthand.

“A, how hard it is, and B, how aggressive you have to be and I learned that lesson.”

Vowing to take away free healthcare from illegal migrants and use it to reduce workers’ own bills, Hilton blasted incumbent Governor Gavin Newsom’s boast that he was “proud” to spend that on undocumented migrants.

“It’s disgusting. He’s stealing money from hard working Californians who can barely afford their own healthcare, who work incredibly hard, often two or three .

“He’s stealing their money to hand it out to people who shouldn’t be here, and subsidising them, giving them free health care.”

Newsom is the frontrunner for the Democrat nomination for the in 2028 but Hilton says he’s “a complete joke”.

“And everyone can see that when he’s in Davos, sort of, you know, prancing around, pretending he’s on the world stage, when he can’t even get his own house in order,” he added.

Hilton, who supported both and Trump, said he would be honoured to have the backing of the White House for his insurgent campaign.

He said last night: “I have a good relationship with the President. We know we’re friends. We talk from time to time. I haven’t asked, but I’d be honoured to have it.”
