The Lagos State Government has announced its plans to digitize and automate the approval process for telecommunication infrastructure projects with the launch of the Telecommunication Infrastructure Regulatory System (TIRS), scheduled for February 2026.
This information was shared in a statement signed by Prince Oyekanmi Elegushi, General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA).
According to Elegushi, the new system will ensure that all telecommunication infrastructure projects in the state comply with regulatory standards while enhancing transparency, efficiency, and accountability.
He explained that the TIRS platform will simplify the process of obtaining permits for the installation of masts, towers, and the right-of-way for fiber optic cables, thereby removing bureaucratic hurdles and unnecessary physical interactions.
“The implementation of the Telecommunication Infrastructure Regulatory System (TIRS) is anticipated to significantly improve transparency and accountability, reducing human interaction by up to 99 percent.
Companies will now be able to apply for infrastructure permits such as masts, towers, and fiber optic right-of-way online, minimizing the need for physical visits,” Elegushi stated.
The LASIMRA head revealed that a comprehensive training program has been completed for all departments and units within the agency to ensure a smooth transition to the new digital platform once it becomes operational.
He mentioned that the training encompassed both theoretical and practical components of the TIRS, equipping LASIMRA personnel with the essential skills to effectively manage and oversee telecom infrastructure approvals through the system.
Elegushi reiterated the state government’s dedication to fostering a sustainable, transparent, and investor-friendly regulatory environment for telecom operators and infrastructure providers.
He added that the introduction of the TIRS platform aligns with Governor Babajide Sanwo-Olu’s vision of promoting digital governance and enhancing service delivery through technology-driven solutions.
