He was jailed for 26 years in 2011 after admitting manslaughter by reason of diminished responsibility.
He had been scheduled for automatic early release in November 2023 over the killing in , Berks, in 2010 after serving half his term.
But the then-Justice Secretary stepped in to prevent him from being able to walk free without any assessment.
It came after The Sun launched its .
A hearing will be held in private next Thursday and Friday after a request for a public one was rejected in 2024.
The Board said at the time it wanted “to ensure that the hearing will be fair and achieve the right result”.
Joanna’s mum and friend Hetti Barkworth-Nanton said: “We knew this day was coming.
“This was exactly what we expected.
“Joanna was a kind and loving daughter, mother and friend.
“She was taken from us in the most brutal way and is deeply missed every day.”
