A HUGE fire has broken out in a UK city with black smoke seen rising into the sky as firefighters urge locals to avoid the area.
Eight fire crews have scrambled to the scene after they were called to a blaze on a top-floor flat in , Devon.

Shocking pictures from the scene on Vauxhall Street show huge plumes of smoke billowing into the sky that can be seen from miles around.
Other footage shows the flat in question with smoke pouring from the windows.
The blaze has forced surrounding roads in the Barbican area of the city to close.
Devon & Cornwall Fire and Rescue has urged locals to “close windows and doors as there is a large amount of smoke”.
A spokesperson for the fire service said: “Fire Control received multiple reports of fire coming from a top floor flat.
“On arrival crews confirmed there to be smoke and flames issuing and have since requested a further five fire engines.
Fire crews from Honiton, Plympton, Camels Head, Crownhill, Greenbank, Ivybridge, Yelverton and Saltash are all in attendance.
