The youngster came round a corner on the wrong side of the road at speed before ploughing into the father.
Mr Ressum was “hit really suddenly” and smashed his head on the pavement after being “knocked over with force.”
Horrifying footage shows the moment the two collide with both being bowled to the floor.
The youngster, riding on the pavement at first, swerves onto the road and into Mohamed’s path.
Father-of-two Mohamed is thrown over the handlebars of his bike by the impact and slams into the pavement headfirst.
The violent force of the collision leaves him dazed and he can be seen in footage lying completely still on the road, seemingly unconscious.
Mohamed doesn’t move at all as the other begins to gesture to him and a member of the public appears to offer assistance.
The builder suffered severe injuries including a bleed on the brain and broke ribs.
He was rushed to hospital to receive treatment with medics telling him he was lucky to be alive.
Mohamed has so far been unable to claim compensation from e-bike hire firm Forest for his injuries and loss of earnings.
The operator has no legal obligation to have public liability for reckless behaviour, the father-of-two was told.
Mohamed is now calling for the to be changed to protect other road users and pedestrians.
He said: “There needs to be a change in the law to protect people who get hurt by these bikes.
“Nobody knows that if you are hit by a Forest bike then you are in serious trouble and won’t get any support. Bike hire companies should be compelled by law to have insurance to protect other people.’

“Children are riding these bikes and they aren’t protected. This needs to change now as I don’t wany anybody else to go through what I have suffered.”
Mohamed has been left with constant headaches, nightmares and is afraid to leave his house.
The builder said he remembered smashing his head on the pavement and waiting several minutes before getting help from anybody.
According to Mohamed a car stopped nearby for one minute and the and the officers did nothing, not even bothering to check if anybody was to blame.
He described an “excruciating” pain in his head and was left sitting in A&E for hours.
When he was finally seen and given a scan Mohamed was blue lighted to another hospital for surgery.
Medics later told him he had been just hours away from death.
Mohamned said he has been left feeling terrified walking under trees or seeing a bike.
His legal team are urging Forest to “do the right thing” and agree to a financial settlement with Mohamed.
A Forest spokesperson said: “We are deeply saddened about this accident, and our thoughts are with the individuals involved.
“In line with most of the industry, Forest has comprehensive public liability insurance which covers incidents arising from a mechanical fault or failure of our bikes.
“Our focus is on maintaining our bikes to the highest possible safety standards and helping riders use them safely and with care.
“The vast majority of Forest riders use our service considerately, and all new users complete in-app safety training before their first journey.
“While we do everything we can to encourage and support good riding behaviour, ultimately have a duty to follow the rules of the road and ride safely.”
