Gloucestershire Police said the sexual assault happened at a bus stop in Churchdown, Gloucester, around 7am on Tuesday.
A police spokesperson said the force received a report that a woman “approached and kissed a female on the cheek without her consent”.
They added the unknown woman then grabbed her by the arm as she attempted to board a bus.
Police have launched an appeal for information about the woman pictured on CCTV in connection with the sexual assault report.
