A trilogy option was not included in their initial two-fight deal – and promoter Eddie Hearn
He said: “I don’t see that fight happening.
“I don’t think Eubank will fight again. I said it before the presser that first fight with Conor Benn took so much out of him.
“And Conor just beat the brakes off him, he won every round, dropped him in the last.
“Eubank’s made a fortune, good luck to him, he’s got kids on the way, we wish him all the best.
“But for Conor, he’s flying. He’s red hot. The world is his oyster.”
Eubank – whose dad beat Benn’s father Nigel in 1990 before their draw three years later – has not announced a decision over his career.
But he struggled to make the 160lb middleweight limit while being restricted to a 10lb rehydration limit in both bouts.
Eubank, 36, announced before the rematch that he is set to become a dad with his partner
For Benn, 29, he is preparing to move back down to 147lb after two middleweight bouts in a row.
Ryan Garcia, 26, is due to challenge for the WBC title against Mario Barrios, 30, next year following an online back and forth with Benn.
So Hearn named IBF champ Lewis Crocker, 28, and Rolly Romero, 30, who has the WBA belt as other options as he waits for No1 target Garcia.
He said in Riyadh: “That’s the fight we’d want. It’s just whether we fight in the meantime.
“I’d love to see him fight Rolly Romero, fight Lewis Crocker, win the world title or try and win a world title and then unify against Barrios or Garcia. It’d be huge.”
