Westin told Inside Edition that he learned from his son, Joshua, that the 16-year-old stepbrother “was ‘obsessed with her’ and relentlessly pursued her despite their newly blended family.”

According to Westin, Anna was “scared of him because he always carried around a big knife.”

Joshua allegedly once “saw her stepbrother come into the room when she was sleeping and get on top of her” during a FaceTime call, Westin said.

“He’s like infatuated, attracted to her like crazy. He always wanted to date her.”

Westin went on to claim his son tried warning Anna’s parents but “They didn’t want to believe me.”

Federal authorities are now questioning the stepbrother, who has become a suspect in the cheerleader’s death.

Anna’s body was reportedly found under her bed and covered with life vests inside her Carnival Horizon cabin on November 8, according to court documents filed by stepmother Shauntel Hudson.

She died onboard at 11.17am on November 7, the Miami-Dade Medical Examiner confirmed.

Anna, 18, had been on a six-day cruise with her dad, stepmum, 14-year-old brother and her 16-year-old stepbrother.

Carnival confirmed the Horizon left Miami on November 2 and returned November 8, when FBI agents boarded.

Anna’s family had searched the 1,055-foot vessel after she failed to appear for breakfast, but a housekeeper ultimately found her body “wrapped in a blanket, covered in life jackets, and stuffed under a bed.”

Her funeral was held Thursday in Titusville, Florida.

Anna’s biological mother, Heather Kepner, said she learned of her daughter’s death only by searching online.

“I found out through Google,” she told WESH.

She said she knew Anna was on the cruise but was given no information about what happened.

Heather also told Inside Edition she was barred from attending due to family tensions but would find a way to say goodbye.

She said: “I’m going to wear a disguise, I’m going to put a wig on and wear some really tall shoes because I’m 4 ft. 9.”

Heather, who moved to Oklahoma and said she had not seen her daughter in years, told FOX 35 Anna dreamed of joining the US Navy and becoming a K-9 police officer.

“She was a really good child… Just always happy,” she said.

STEPBROTHER’S BEHAVIOUR

It comes as fresh filings and testimony have shed new light on the stepbrother’s behaviour in the days before and after Anna’s death.

During an unrelated custody hearing, attorneys sparred over claims the 16-year-old was “allowed to drink” on the cruise because it was in international waters.

Arguing the boy’s mother had not exercised proper supervision, Scott Smith, attorney for the boy’s father, added: “The teenagers were given their own room in which to stay.”

But Shauntel Hudson’s attorney, Millicent Athanason, countered that ship video “confirmed that there was absolutely no drinking.”

She added the teen was hospitalized “immediately after the incident” for an undisclosed reason and has since been released to live with a relative.

Shauntel also revealed he has a “psychiatrist appointment” in early December.

The estranged parents, who share three children, return to court December 5.

Meanwhile, reportedly showing Anna returning to her cabin early on November 6 after saying she felt unwell.

According to the Daily Mail , she entered the room and was not seen exiting.

Her younger sibling was later seen leaving and wandering the ship taking photos before returning and assuming Anna was out late.

Federal investigators are weighing possible charges against the stepbrother and examining whether there was an altercation between the teens.

They have not ruled out a medical episode or overdose, ABC News reported.

Anna’s dad, Christopher, told the Mail the FBI had questioned “everybody who came off that ship,” but said investigators had not yet told him what they believed happened.

Court filings show Shauntel was advised that one of her children may face charges.

Her stepbrother is now living in an undisclosed location.

His father accused Shauntel in filings of putting their son’s future “in jeopardy” by taking him on the cruise.

Cruise officials said they are cooperating with the FBI.

Investigators are working under special maritime jurisdiction laws, which make such cases complex, former FBI special agent Nicole Parker told Fox News Digital .

Who was Anna Kepner?

Anna Kepner, 18, was a senior at Temple Christian School. A cheerleader, Kepner was part of the graduating Class of 2026.

She has two full-siblings, a brother, 14, and a sister, 9.

Her father Christopher married her stepmother, Shauntel, mother of two, in 2024.

The blended family relocated to Titusville, Florida, about 40 miles east of Orlando.

Kepner loved kids, dolphins, butterflies, arts and crafts, and doing puzzles with her Memaw.

She earned her boater’s license before she could drive, and she was PADI certified to dive alongside her family.

Kepner loved all kinds of music (except heavy metal) and had a soft spot for Shawn Mendes.

She planned to join the U.S. Navy after graduation and later become a K9 police officer.
