The Anambra State government, via the Anambra State Electricity Regulatory Commission (ASERC), has granted an interim license to First Power Electricity Company Limited to operate as an electricity distributor within the state.
The Chairman and Chief Executive Officer of ASERC, Prof. Frank Okafor, mentioned that this initiative is part of the government's efforts to ensure a consistent power supply throughout the state.
Okafor emphasized that the administration of Professor Chukwuma Soludo aims to transform the state into a preferred destination, a vision that cannot be realized if electricity remains a luxury.
He noted that with the issuance of a temporary one-year license to First Power, the commission anticipates enhancements in electricity distribution while committing to rigorous oversight of the company's operations to ensure that objectives are achieved.
“Today marks a significant milestone in our beloved Anambra State. We have embarked on a journey to effectively regulate the energy sector, particularly the electricity industry in Anambra State. The initiative was launched by the Executive Governor himself, Prof. Charles Chukwuma Soludo CFR, who on October 9, 2025, inaugurated five esteemed professionals as commissioners to guide the Anambra State Electricity Regulatory Commission (ASERC).
“We extend our gratitude to the Anambra State House of Assembly for enacting the Anambra State Electricity Law (ANEL). Following the inauguration of the ASERC commissioners, the Nigerian Electricity Regulatory Commission (NERC) issued an Order transferring Regulatory Oversight of the electricity market in Anambra State from NERC to ASERC.
“After careful consideration, the Commission resolved to issue interim licenses to companies licensed by NERC and currently operating in the state, in order to legitimize their activities in accordance with legal provisions.
“One such operator is First Power Electricity Distribution Company Limited (FPEDC). Therefore, the Commission has found it necessary to legitimize its operations in the state by granting an interim license. We would like to remind that there are specific terms and conditions attached to these licenses, and we will enforce strict regulation.”
The Group Managing Director of Enugu Electricity Distribution Company, the parent organization of First Power Electricity Distribution Company, represented by Dr. Ernest Mupwaya during the certificate presentation, assured that the company will exceed the performance expectations of the state government.
He stated: “FirstPower, our subsidiary responsible for distribution activities within Anambra State, is a result of that forward-thinking strategy. Until now, FirstPower operated under the NERC license issued to EEDC. However, the operating license being granted by ASERC signifies a crucial milestone in a transition that will ultimately foster a vibrant, competitive, and dynamic electricity market in Anambra State.
“For us at EEDC and FirstPower, we can confidently affirm that we are fully aligned with the state’s developmental goals. Our growth strategies for FirstPower are intentionally designed to support the state’s industrialization agenda, urban expansion, agricultural development, and the competitiveness of SMEs.
“We view Anambra as a model for transformation that other regions facing challenges can analyze and adapt. FirstPower is prepared to function as a fully licensed entity under the state’s regulatory framework while continuing to maintain the highest standards of service delivery, safety, environmental responsibility, and operational excellence,” Mupwaya stated.
The certificate issuance ceremony was attended by officials from the Anambra State government, including the Commissioners for Information, Dr. Law Mefor, and Power and Water Resources, Mr. Julius Chukwuemeka.
