Despite desperate attempts to revive the children, they were pronounced dead at a nearby hospital.
Officers say they were called to the property within the Pine Hills Country Club around 11am.
Both children wandered off and ended up in the water, the Crisp County coroner Richard Wright told the Daily Mail.
He determined that the brother and sister both drowned in what he has ruled a “freak accident” with no foul play suspected.
The family has since been plunged into unimaginable pain, the twins’ grandmother has revealed.
“Yesterday morning about 11:00 am, we lost our Three year old twins to heaven,” Fran Bumbalough Brown wrote on Facebook.
“Tragic accident and our beautiful babies are with Jesus now and their family that awaits them in the glorious home of Jesus.
“I know they are there with him but ohh the pain and despair that we all feel right now is unimaginable.
“I sincerely pray that nobody anywhere has to experience what we are feeling at this time. All prayers are very much needed and appreciated.”
“Please hug your babies extra tight,” another member of the family posted.
It is unclear who was caring for the children at the time they wondered off and how they reached the water.
The home of the twins’ mother Angie Davis, reportedly has a fence surrounding the backyard, reported the Daily Mail citing real estate listings.
The Cordele Police Department and Georgia Bureau of Investigation is still investigating the incident, as is normal in such circumstances, authorities said.
“Keep the family and all those affected in their thoughts and prayers during this difficult time,” the police department said.
“Though their time on earth was brief, their lives were filled with joy, laughter, and love that will forever remain in the hearts of those who knew them,” the family wrote in an obituary for the two children.
“Though they left us far too soon, Charlotte and Jackson leave behind a legacy of love that will never fade.”
They are survived by four brothers and one sister as well as parents, grandparents, great grandparents and cousins.
