Haaland broke the deadlock in the 15th minute with a clever finish past goalkeeper Philipp Köhn.
The hosts did level the tie just three minutes late as Jordan Teze powered a strike into Gianluigi Donnarumma’s net.
Haaland restored City’s lead just before half-time with a bullet header.
But it was Monaco who ended the happier side as Eric Dier converted from the spot in injury time to earn a draw.
