Kaduna State Government has stated that Governing Boards should provide policy direction and oversight but should not dabble into the day-to-day administration of their institutions.

The Secretary to the State Government, Dr AbdulKadir Muázu Meyere who gave this general advice at the inauguration of the Governing Boards of four agencies, noted that ‘’a clear understanding of that distinction is the surest guarantee of a harmonious and productive tenure.’’


Dr Meyere inaugurated the Boards of Kaduna State Schools Quality Assurance Authority, Kaduna State Media Corporation, Kaduna State Scholarship and Loans Board and the Kaduna State Livestock Regulatory Authority.


He further advised the various Boards to be guided by due process, the Public Procurement Act and other extant financial regulations of the state, and abide by the highest standard of prudence and accountability in the management of public resources.


‘’Avoid any conflict between your personal interest and the interest of the institutions you serve and treat the confidential business of your Boards with the discretion it deserves.
‘’Work in partnership with the Chief Executives and staff of your agencies and set for yourselves clear and measurable targets against which your performance may be assessed,’’ he counselled.
He also advised them to channel their reports, recommendations and requests through appropriate structures of Government to get prompt attention.
The SSG promised that Kaduna State Government will give the Boards the support that they require to discharge their responsibilities and that his office is always open to them.

Dr Meyere pointed out that the mandate of the Governing Boards is at the heart of the transformative agenda of Governor Uba Sani’s administration.
‘’The Livestock Regulatory Authority is central to the orderly development of a sector that sustains the livelihoods of a large number of our people and holds enormous investment potentials.


‘’The Kaduna Media Corporation carries the responsibility of informing, educating and enlightening our citizens, and projecting the true story of Kaduna State.


‘’The Schools Quality Assurance Authority and the Scholarship and Loans Board speak directly to the priority this Government attaches to human capital development,’’ he explained.


The 16-member Board of the Kaduna State Schools Quality Assurance Authority is headed by Mr Tanko Kokwain Baji while the Director General of the Authority is the secretary.
Alhaji El Sa’ad Yakubu Lere is the Chairman of Kaduna State Media Corporation Governing Board while Zubairu Balarabe Saminu, Binta Sai’du, Habila Abel Adamu, the Managing Director of the Corporation and Director of Media and Citizes Engagement at the Information Ministry are all members.


Kaduna State Scholarship and Loans Board has Lawal Usman as Chairman and the Permanent Secretary, Ministry of Education is Vice Chairman while the Executive Secretary is the secretary.


Members of the Board include, Zulai Balarabe Musa, Directors in the Ministries of Finance and Justice, Director of Administration and Finance in the Ministry of Local Government, Director of Establishment in the Office of the Head of Service, Acting Director of Budget at the Planning and Budget Commission and representative of Zenith Bank, Mr Polycarp Anjuwa.


David Umar Gurara is the Chairman of Kaduna State Livestock Regulatory Authority and the Director General is the Secretary of the 11-member Board.
