The exchange was caught on our exclusive video, showing laughing Arthur apparently receiving a jab in his buttock from another lag.
He could face disciplinary action after the body-building drug was seemingly sneaked into the jail, along with a handset used to record footage in his cell.
Collins was recently switched from The Mount Prison — where the footage was taken — amid fears he was plotting to import drugs using.
