After crashing the car in Epping, Essex, the callous driver fled the scene and left gravely injured Jess behind.
He then reported the horror to , who arrived to find Jess unresponsive with a head injury.
She was rushed to but sadly couldn’t be saved and died just three days before her 21st birthday.
Towers was jailed for four years and three months in June 2023 but served just 20 months before he was released under the PM’s controversial scheme.
Jess’ family have now spoken of their fury after he was sent back to prison for speeding while disqualified.
They said: “He has demonstrated that no lessons have been learned after taking the life of our precious daughter and after behaving in such an abhorrent way.”
Jess’ loved ones continued: “He was to serve the rest of his sentence ‘on licence’ out into the community until August 2027. But last week he was caught speeding and recalled to prison.
“Nathan Towers has never sat a driving test nor even passed his theory test.. We class him as highly dangerous to have ever got behind a wheel.
“He has no regard for other road users; he clearly believes that he is entitled to drive and thus completely above the law.”
Police had been called to reports of a single-vehicle crash on February 19, 2022, when they discovered Jess inside the wreckage.
Officers later managed to trace Towers to his home nearby where they found the washing machine on with muddy clothes inside.
They also discovered his phone hidden between bed slats that showed he had called police to report the crash.
During his interview, shameless Towers claimed he had bought the car a few days earlier but said his friend was driving that night.
His lies unravelled when doorcam footage showed he had picked Jess up that night wearing the same clothes recovered from the washing machine.
Towers was convicted of causing death by careless driving, perverting the course of justice and fraud.
He was released after just 20 months in February last year to help ease overcrowding in prisons under Labour’s early release scheme.
Sir Keir came under fire over the move, which saw some prisoners released less than halfway through their sentences.
The Ministry of Justice admitted that 48,931 lags were released early between September 10, 2024 and September 30, 2025.
Towers was jailed for six months on March 5 after he was caught driving without a licence in Essex.
He was also banned from driving for six months and 21 days and was ordered to pay £85 costs as well as a £154 victim surcharge.
Jess’ family have been campaigning for tougher punishments against unlicensed driving with the backing of their local MP, Josh Dean.
They said: “Our Jess will never be just another statistic, nor will all the other individuals who have been fatally injured on the roads.
“They were one of you, they were living their lives normally, until one day that came to an abrupt end.
“We must improve the safety on our roads, now and in the future.”
