Horrifying video shows the bull charge at the father, before repeatedly ramming its horns into him as he lay pinned against the fence.
Spectators watched on in shock.
José Luis suffered multiple goring wounds, including a punctured lung and abdominal injuries that left his internal organs exposed, reports say.
He died in the ambulance on the way to the hospital, according to the Magdalena Department Health Secretariat.

The tragedy happened in the municipality of Pijino del Carmen, on July 18 during a local celebration of the town’s cultural heritage.
José Luis entered the arena with several other participants to take part in the highly controversial and traditional Colombian bullfighting called Corralejas.
Unlike traditional Spanish bullfights, the public enters the ring to engage the bulls.
The events are notorious for frequent injuries and fatalities.
When the bull charged, José Luis tried running back toward the safety barrier, but the animal caught him and slammed him into the wooden fence.
Footage shows other people inside the arena successfully distracting the raging animal, which allowed José Luis to be pulled away from the bull.
He was immediately placed in an ambulance, which began the journey towards Mompox in neighbouring Bolivar Department but he died shortly after.
Before the deadly incident, José Luis had taken part in traditional fishing competitions in the nearby Pijiño Lagoon earlier that morning.
José Luis was from the La Baizana neighbourhood and was a well-known member of the community as well as the father of two children.
He worked as a fisherman and in informal jobs in the area.
His death has renewed debate in Colombia over corralejas, traditional bull events that have faced criticism from animal welfare campaigners over the risks involved for both participants and animals.
Colombia is due to end bullfighting in July 2027 following legislation passed in 2024, with stricter rules introduced during the transition period.
The regulations ban the killing of bulls in the arena, prohibit the use of sharp or electric devices, prevent anyone under 18 from entering the arena or spectator stands, and stop public funds from being used to support bullfighting events.
