“He is not the governor. There are reports that appointees are unable to access funds, implement projects, or even make fundamental decisions without his explicit approval. They are exhausted and require Governor Otu to reclaim control.
“Traditionally, the Chief of Staff is responsible for coordinating the governor’s schedule and staff; however, the situation in Cross River State has reportedly exceeded acceptable limits. The claim that the Chief of Staff now dictates which ministries receive funding, which initiatives proceed, who gains or loses political standing, and access to security and administrative approvals is intolerable.”
