He knocked down Mr Hornby on Tarbock Road in Huyton, Merseyside, on March 5 last year.
O’Donnell then abandoned his car and went to buy more alcohol, police said.
He was later arrested as he walked back to his home on Cypress Road.
Bodycam footage from the arrest shows O’Donnell grinning and stumbling as the walk up to him.
He appears visibly intoxicated and slurs his words while asking the officers if he can smoke a cigarette.
When they refuse he says: “Well I’m gonna kick off then, aren’t I?”
O’Donnell pleaded guilty to causing death by dangerous , failing to stop at the scene and driving a motor vehicle when the level is above the limit at Merseyside Crown Court yesterday.
He was jailed for 11 years and eight months.
O’Donnell was found to be travelling at 63mph when he hit Mr Hornby – the speed limit was 30mph.
After crashing into Mr Hornby, he turned his car around and looked at the victim lying in the road before speeding away in his ID5, Merseyside Police said.
The 63-year-old cyclist died at the scene due to the injuries he sustained.
O’Donnell was found to be three times over the legal limit when he was breathalysed following his arrest.
He initially denied the charges but changed his pleas ahead of a trial.
Detective Sergeant Andy Roper, Lead Investigating Officer from the Serious Collision Unit, said: “The decision by James O’Donnell to drive at grossly excessive speeds whilst under the influence of alcohol showed a complete disregard for anyone else on the road that day.
“Keith Hornby was going about his life, enjoying something he loved to do and riding his bike on a route that was extremely familiar to him.
“As he enjoyed that sunny spring day, he had no idea a dangerous drunk driver was approaching him from behind at excessive speed.”
The officer added that O’Donnell “showed absolutely no remorse or concern for what he had done.”
Police were able to find the car quickly after the horrific rash and subsequently easily located O’Donnell.
DS Roper continued: “Mr Hornby was the primary carer for his elderly mother and was just taking an hour out of his demanding day to get some fresh air and exercise.
“Our thoughts remain with Mr Hornby’s family and friends. I would also like to thank the members of the public who stopped to help and went to his aid and to those who have assisted this investigation throughout.”
