A COUNCIL chief exec’s £280,000 exit payout has been branded a “lottery win” by furious critics.

Christina Harrhy was off work due to a “confidential issue” when a settlement was reached behind closed doors in October 2024.

Councillors at Labour-led Caerphilly Council were understood to have agreed a £209,000 payout, fearing it would exceed £500,000 if arbitrators were brought in.

They were also warned that disclosing details may breach their code of conduct.

It has now emerged in annual accounts that Ms Harrhy eventually got £280,000.

Plaid Cymru’s Lindsay Whittle said: “To say I’m staggered is an understatement.

“This is the equivalent of a lottery win and people struggling with the and will rightly be shocked.”

It came after ex-chief exec Anthony O’Sullivan got £97,500 in 2021 following six years on gardening leave.

Ms Harrhy is now head of the Disused Tips Authority for on a £120,000 salary.

The council said her settlement “was agreed by full council and the costs are clearly detailed in the accounts”.
