Footage shows two officers speeding down a residential road when they spot Safi, an Afghan national, walking along the pavement.
The cops were called to the scene just before 5pm following reports that three people had been stabbed.
The officers leap out of the vehicle and pursue Safi on foot, with one of the officers holding a Taser gun at him.
As they get closer, it appears that Safi is wearing a ripped t-shirt and has blood all over his hands.
Safi had been suffering with “psychotic delusions” when he killed Wayne and attacked two other people.
He left his landlord Shahzad Farrukh, 45, with lifechanging injuries, and hospitalised a 14-year-old boy with knife wounds.
In the video, the two cops shout at him to “get on the floor” and to “put the knife down” before the Taser is used.
Safi is then apprehended and drops to the floor while the two cops run over and handcuff him.
