Kano constitution review committee rejects diaspora voting, backs independent candidacy, makes other recommendations

The Kano State Constitution Amendment Review Committee has opposed several proposed amendments during a stakeholders’ dialogue held in Kano. Presented by Professor Auwalu Hamisu Yadudu, the committee rejected removing labour from the Exclusive Legislative List, warning it could weaken collective bargaining and trigger industrial unrest. It also dismissed the proposal for diaspora voting, citing Nigeria’s ongoing challenges with local elections.

While backing independent candidacy, the committee urged for strict guidelines to maintain electoral integrity. It proposed a revised revenue allocation formula: federal government 40%, states 35%, and local governments 25%. For horizontal allocation, it suggested 30% equality, 40% population, and 10% each for landmass, social development, and internally generated revenue. On tax derivation: 50% equality, 30% population, and 20% place of consumption.

The committee supported state police for willing states, referencing Kano’s Neighbourhood Watch. It opposed widespread state creation due to economic constraints but reiterated support for Gari and Tiga states if necessary. It also endorsed full local government autonomy with constitutional recognition.

On electoral reforms, it proposed fixing general elections for May 29 and swearing-in on October 1, while urging a single, unified electoral reform bill to replace fragmented proposals.
