Details of US-Ukraine economic partnership, reconstruction deal unveiled

The United States and Ukraine entered into a historic agreement on 30 April — a partnership for the reconstruction and long-term economic success of Ukraine.

Sharing the details on Thursday, the White House described the agreement as “a fully collaborative partnership”; that would be mutually beneficial to both nations.

The Trump administration stated that the collaboration represents the United States taking an economic stake in securing a free, peaceful, and sovereign future for Ukraine.

The deal aims to bolster Ukraine’s long-term reconstruction and modernisation, in response to the widespread devastation wrought by Russia’s full-scale invasion.

The agreement establishes a fund that will receive 50 per cent of royalties, licence fees, and other similar payments from natural resource projects in Ukraine.

Those funds, the White House noted, will be reinvested in new projects within Ukraine and are expected to yield long-term returns for both the American and Ukrainian people.

Resources generated from these projects will be allocated towards economic growth, job creation, and other key Ukrainian development priorities.

The partnership will be managed by a company with an equal number of Ukrainian and American board members, three from each country, who will oversee decisions on the allocation of the fund’s resources, including investment and distributions.

For natural resource projects, including those involving minerals, hydrocarbons, and related infrastructure development, the United States will be granted first right of refusal to acquire them or to designate a purchaser of its choosing.

The U.S. Treasury Department and the U.S. International Development Finance Corporation (DFC) will collaborate with Ukraine to finalise governance arrangements and advance the partnership.

Likewise, the DFC will liaise with Ukraine’s State Organisation Agency on Support for Public-Private Partnership.

“This partnership sends a strong message to Russia – the United States has skin in the game and is committed to Ukraine’s long-term success,”; the White House stated.
