Government Launches Personnel Audit and Skills Gap Analysis for Civil Service Improvement

The Nigerian government, through the Office of the Head of the Civil Service of the Federation (OHCSF), has launched the Personnel Audit and Skills Gap Analysis (PASGA) for civil servants.

This initiative, as stated by the government, aims to transform the Nigerian Civil Service into a globally competitive, efficient, and innovative institution.

This announcement was made on Thursday in Abuja during a sensitization program organized for Permanent Secretaries, Directors, and Unit Heads within the OHCSF.

Speaking on behalf of the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, the Permanent Secretary of the Service Policies and Strategies Office, Dr. Deborah Odoh, emphasized the strategic significance of the PASGA initiative.

According to Odoh, PASGA is a flagship reform initiative under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25).

She mentioned that it aims to improve the integrity of personnel data, align employee competencies with organizational requirements, and promote evidence-based human resource management across the Federal Civil Service.

“Today’s event represents another important milestone in our collective effort to reposition the Civil Service as an efficient, accountable, and digitally-driven institution,” she stated.

She pointed out that PASGA will facilitate the development of a comprehensive workforce profile to inform decisions related to recruitment, training, deployment, and career advancement.

“Over the years, the Service has struggled with fragmented and outdated personnel data, leading to inefficiencies and misaligned skill sets. With PASGA, we are setting a new standard — one that is transparent, data-driven, and performance-oriented,” Dr. Odoh added.

The initiative is also in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which highlights the administration’s dedication to institutional excellence, civil service innovation, and talent optimization.

She commended Knewrow Consulting for their involvement and urged them to carry out the project with professionalism, integrity, and technical precision.

“PASGA is not merely an audit — it is a transformative tool that will influence the future of our workforce. It will guarantee that appointments, promotions, and performance assessments are based on accurate data and merit. This is how we establish a Civil Service that is genuinely data-driven, merit-based, and prepared for the future,” she concluded.

Also addressing the gathering, Mr. Ayo Muritala, one of the 15 Cluster Consultants involved in the PASGA project, reiterated their commitment to fulfilling the assignment.

He addressed concerns regarding data privacy and security, stressing that robust systems have been established to safeguard sensitive information.

Regarding the technology being utilized, Muritala clarified that a hybrid approach has been adopted.

He concluded by reassuring all stakeholders: “You can be confident that your data is secure. We’ve taken every precaution, and there is absolutely no reason for concern.”
