It bounces a few times from the force of the fall which left the man lying on the ground.
The landlady of the nearby pub said he was left with a bloody nose and mouth after being knocked unconscious.
Workers and patrons of the pub rushed to help the man after the brutal smash.
Staff at the Red Lion pub in called an ambulance and helped divert traffic while waiting for it to arrive.
The scooter rider was taken to hospital and was discharged later that night.
The landlady at the pub, Diana Berry, said: “A woman came in shouting that somebody’s fallen in the pothole, and we all rushed out to help.
“We diverted traffic and tried to make him comfortable, but we didn’t want to move him because he said his neck was hurting.
“He’d gone straight over the scooter onto his face.”
The landlady said he’d since been back in to thank the pub staff for their assistance on the scene, and assured them he was okay.
“It’s the first time someone’s fallen in it,” Diana added, “but it’s the second time it’s been filled.
“It’s very worrying.”
Diana said she’s now reported the pothole to the parish council, who have reported it to the city council in turn.
Zack Iqbal, owner of garage First Stop Spanner Works nearby, said the state of the roads is “exceptionally bad” in Oxfordshire.
“ and are getting badly damaged by the potholes – in our garage, we’ve repaired about 15 cars in January alone due to pothole damage.
“This footage shows how dangerous it is particularly for two-wheeled vehicles, like cycles, mopeds and scooters, and how dangerous it is after dark, when they’re filled with water and you just can’t see them.
“We can’t have the councillors telling us everyone should go on two wheels and then not have the infrastructure to support that. I just think it’s very, very poor.”
Zack said he suffered a crash himself last week when he was riding his motorbike and hit a hidden pothole, and had to replace the tyre on his motorbike.
“It’s not just the damage its causing, its the anxiety too,” he said. “I am really cautious now and I even avoid some roads, wherever I know there are particularly bad potholes.”
Oxfordshire County Council declined to comment as Oxford Road in Old Marston is maintained by the city council.
A general statement from the county council said more teams and resources are being made available to repair potholes following increased defects due to wet and freezing conditions, and repair crews have more than doubled in recent weeks.
The spokesperson added that the council’s focus is on maintenance of the roads its responsible for rather than repair, and said it has invested more than £14.5million since 2024 on surface dressing programmes.
