Horror CCTV footage shows the arsonist igniting two gas-filled bottles before launching them through a window.
After throwing the second bottle, a blinding flash of light can be seen before they flee the scene.
As he dashes across the car park, the front of the building can be seen engulfed in flames.
The attack took place at St Mary’s House in Harborne – home to three businesses – at around 1am on Good Friday.
Footage also showed the aftermath of the attack with the blaze inflicting significant damage.
One clip shows a charred office space with burnt and blackened walls and ceilings with windows boarded up.
One owner was left perplexed at why the building had been targeted.
He told BirminghamLive : “Who would go to these lengths to firebomb a building?”
“There have been three businesses in the building for many years and none of us are aware of any problems or threats and have no idea at all why someone would target us in any way let alone by fire bombs,” he continued.
“There are upwards of 30 people working in the building, there could have been anyone in”.
He added that whomever carried out the attack did so with “intent and planning”.
But while the front of the building is “completely burnt out”, he said the fire doors prevented the fire from “gutting” it completely.
Police has now launched a major investigation to find the culprit and “identify potential suspects”.
No arrests have yet been made.
