School districts in and around Lethbridge are reacting to <a href="https://www.flyingeze.com/p/alberta-covid-19-rapid-testing-schools" target="_blank">Saturday&#8217;s announcement that COVID-19 rapid screening tests will be expanding across the province.</a>
What started as a pilot project in Calgary last month is now <a href="https://www.alberta.ca/k-12-learning-during-covid-19.aspx" target="_blank">also moving to Edmonton, then Lethbridge and Grande Prairie</a>.
&#8220;By using these screen tests in schools, we can potentially detect the virus quickly in students or staff who don&#8217;t have symptoms, allowing them to isolate and curb the spread of COVID-19,&#8221; Premier Jason Kenney said during Saturday&#8217;s news conference.
The province says it will select participants based on factors such as the prevalence of COVID-19 in the school and surrounding communities, and if the school has outbreaks or in-school transmission.

Up to 300 schools in the aforementioned cities and other affected areas will receive a total of 440,000 tests, with a focus on grades 7 to 12.
Although the province didn&#8217;t have a specific timeline, Education Minister Adriana LaGrange says they are working with testing teams and school boards to get the expansion started &#8220;as soon as possible.&#8221;
Cheryl Gilmore, <a href="https://www.lethsd.ab.ca/" target="_blank">superintendent of the Lethbridge School Division</a>, says she was hopeful the weekend announcement would pertain to COVID-19 vaccinations for school staff.
&#8220;They&#8217;re out there each and every day, working with children,&#8221; she said. &#8220;They&#8217;re front-line workers, certainly, and we believe strongly that they should be put up on the queue for vaccination.&#8221;
However, Gilmore says they are waiting on more information about rapid testing and will follow health guidance set out by officials.
&#8220;Alberta Health Services (and) Alberta Education sees this as preventative,&#8221; she said.
&#8220;They&#8217;re the experts in the area and so, certainly, again, we will ensure that we (put) practices in place that follow their recommendations.&#8221;

While many of its schools aren&#8217;t in the four aforementioned cities, the <a href="https://www.pallisersd.ab.ca/" target="_blank">Palliser School Division</a> says it will be considered for the program.
&#8220;In speaking to Alberta Education, we are actually included, that if we have schools that are in outbreak status that meet the requirements, we would be considered for support with the rapid testing program,&#8221; said superintendent Dave Driscoll.
&#8220;Because we have schools that are in proximity to Lethbridge and (many) of our families are involved in Lethbridge business and come and go from the city, it&#8217;s very important that we&#8217;re included in this.&#8221;
Although he agrees this announcement is an appropriate, preventative step, Driscoll is also looking forward to teachers and staff being able to get the needle.

&#8220;By no means does it take the place of a vaccine, and our board and our system would appreciate being able to get all our staff in to be vaccinated,&#8221; Driscoll said.
The Holy Spirit Catholic School Division was unavailable for an interview Monday but emailed Global News the following statement: &#8220;As always, the school division works diligently to ensure the health and safety of our students and staff.&#8221;
&#8220;Currently, we are waiting for more information regarding the precise plans and processes surrounding the rapid testing that was announced on Saturday, April 10, 2021, by the Alberta government,&#8221; it said.
Twelve schools in Lethbridge are listed under outbreak status, with five of those having 10 or more cases.

Southern Alberta school districts react to COVID-19 rapid testing expansion

This winter season has been different at Castle Mountain in southern Alberta.
&#8220;We are very fortunate and overwhelmingly grateful that we were able to operate this winter,&#8221; said Cole Fawcett, sales and marketing manager at Castle Mountain Resort.
Skiers and snowboarders were able to hit the slopes for the last time this season on Sunday.
Fawcett said out of all his years working in the ski industry across the country, this was the most challenging.
But, the rewards were also plentiful.
&#8220;Overwhelmingly positive feedback from guests,&#8221; he said. &#8220;The gratitude that we have received from them for remaining in operation and helping them safely enjoy a day on the slopes with minimal disruption to what they&#8217;re accustomed to.&#8221;
This year, people were asked to buy passes online beforehand due to the COVID-19 pandemic. Masks were required outside in areas where social distancing wasn&#8217;t possible. The day lodge and food services were closed, so people were encouraged to bring their own food.

Liam Hernberg is a long-time snowboarder who also works at Castle Mountain Resort.
&#8220;It felt busy but it was a good season all around,&#8221; he said.
His partner, Taylor Webbink, is a lifetime skier. This year, she decided to try snowboarding.
&#8220;It&#8217;s been tons of fun to get outside and get out of the house,&#8221; Webbink said.

The new faces weren&#8217;t just on the hill.
Renee Stehouwer works in guest services at Castle Mountain Resort. She was on her way to becoming a snowbird.
&#8220;Then [the pandemic] hit, so decided to embrace a Canadian winter and it&#8217;s been fantastic,&#8221; Stehouwer said.
Stehouwer has nothing but good things to say about working at the resort, even in the midst of a global pandemic.
&#8220;I thought [the season] was fantastic. They say it&#8217;s even better when it&#8217;s a non-COVID year but I wouldn&#8217;t know the difference.&#8221;
Stehouwer said the most difficult part of the job was communicating with various layers of PPE.

&#8220;Having to talk through a mask, the other person talking through a mask and the plexiglass in between, it was extremely challenging,&#8221; Stehouwer said.
Fawcett said since its opening in late November, Castle Mountain Resort has not had a recorded case of COVID-19. He credits this to his staff.
&#8220;They took an informal oath, if you will, to be safe and be healthy to the lead up to and through the season,&#8221; he said. &#8220;We couldn&#8217;t be happier that our staff were able to do that for us.&#8221;
Looking ahead to next season, there are some changes from this year that might carry over.
&#8220;Continue having people buy online in advance, of course, is valuable for us to understand what the days ahead will look like but it&#8217;s also valuable for the guest too,&#8221; said Fawcett.

Those new faces might carry over to next year as well.
&#8220;It&#8217;s making us think twice about being snowbirds and actually staying in Canada for the winters here on in and working at a ski resort,&#8221; said Stehouwer with a laugh.
With the 2020-21 season coming to a close, it&#8217;s mixed emotions at the mountain.
&#8220;I&#8217;m always bummed. It&#8217;s always kind of sad to end the season but I&#8217;m kind of ready for summer,&#8221; said Hernberg.
It is a sentiment that Fawcett is used to hearing around this time.
&#8220;The old adage in the ski industry is you generally run out of skiers before you run out of snow, as people mosey onto spring activities and spring cleaning,&#8221; Fawcett said.

Staff at Alberta’s Castle Mountain reflect on challenging but rewarding season as resort closes

Coaldale RCMP responded to a call at approximately 1:50 p.m. on Sunday of a missing five-year-old boy.
The little boy&#8217;s family was camping along the Old Man River, south of Picture Butte.
It is believed the boy wandered away to play by the river.

The Coaldale RCMP, the Picture Butte Fire Department and Lethbridge Search and Rescue were out searching the area Sunday. RCMP Air Services, RCMP Police Dog Services and the Picture Butte Fire Department rescue boat were also on scene and assisting.
Due to poor weather conditions and darkness, the search was suspended at approximately 9 p.m. Officials say it will resume first thing Sunday morning.
RCMP are asking the public to avoid the area and keep the child and family in their thoughts and prayers.

Another property in Lethbridge has been closed due to drug activity after an investigation by the Alberta Sheriffs Safer Communities and Neighbourhoods (SCAN) unit and the Lethbridge Police Service.
The home &#8212; located at 1326 Henderson Lake Blvd. S &#8211;was boarded and fenced up at noon on Thursday as a community safety order came into effect.
The locks were also changed and all tenancy agreements were terminated.
Kelvin Hau, an investigator with the SCAN unit, said the house was well known to Lethbridge police and officials were able to confirm the home&#8217;s connections to drug use and drug trafficking.

An investigation into activity on the property began in Sept. 2020, after multiple complaints from the community concerning potential drug activity, and observations of erratic behavior.
&#8220;They were quite rightfully fearful for their safety and security, as well as the safety and security of other members of this community,&#8221; said Hau. &#8220;In particular, any children that might be attending the school one block north.
<blockquote>&#8220;In one notable instance, they actually observed an intoxicated male stabbing (a tree) with a knife.&#8221;</blockquote>
Alberta&#8217;s SCAN unit obtained a court order against the owners of the property, which bans anyone from the stepping foot on the premises for 90 days.
&#8220;We&#8217;re going to assume just the basic maintenance of this house during that time, and we&#8217;re going to make sure the people who caused this place to be a problem aren&#8217;t going to be a problem anymore,&#8221; Hau said.

Following that period, conditions will remain on the property until July 7, 2022.  The order also names individuals who won&#8217;t be allowed on the property for a year.
“Properties that provide a haven for drug trafficking and other criminal activities can spread fear and anxiety throughout an entire neighbourhood,&#8221; said Minister of Justice and Solicitor General Kaycee Madu in Thursday&#8217;s release.
&#8220;I applaud the Alberta Sheriffs and the Lethbridge Police Service for taking decisive action in this situation and helping Lethbridge residents once again feel safe in their homes and their neighbourhoods.”
The SCAN unit has investigated more than 5,800 properties and issued around 90 community safe orders since its inception in 2008. In September 2020, a north Lethbridge home <a href="https://globalnews.ca/news/7324569/alberta-sheriffs-shut-down-lethbridge-drug-house/" target="_blank">was also closed due to drug activity</a>.

A number of City of Lethbridge departments presented their future wish lists to members of city council on Wednesday at the Economic Standing Policy Committee meeting.
City staff pitched potential projects for the 2022-31 Capital Improvement Program, with CIP budget deliberations set for May 10-14, 2021.

While many of the proposals won&#8217;t make the cut, they do highlight future priorities identified within the city.
Lethbridge Fire and EMS Chief Marc Rathwell explained the need to relocate Fire Station 3 in South Lethbridge; the building was constructed in 1963, and Rathwell says the city has outgrown the station in the nearly 60 years it&#8217;s been in service.
Building a new station to replace the current facility would also relieve pressure on Station 1.
&#8220;Can you [explain] relieving pressure from Station 1,&#8221; Coun. Jeff Carlson asked Rathwell on Wednesday. &#8220;Did we not build that big enough?&#8221;
&#8220;At the time, yes,&#8221; Rathwell answered, &#8220;but over time, we&#8217;ve filled it up, and we&#8217;ve had to deal with many more issues as we&#8217;ve gone along.&#8221;

According to Lethbridge Fire and EMS, Station 3 is also not strategically located to mitigate the current risks in South Lethbridge, with the city significantly growing since the small facility was constructed.
The estimated cost to relocate Station 3 to a new building is estimated at more than $27 million. Rathwell says the need for a new station was presented in the previous CIP cycle but was postponed.
Another project not deemed a high priority in prior CIP deliberations was a new twin ice arena, which would eventually replace the aging Civic Ice Centre.
The city&#8217;s recreation and culture general manager Robin Harper says the need for more available ice in Lethbridge has been apparent for quite some time.
&#8220;We&#8217;ve been tracking the usage of the arenas, and what we have found is that prime-time usage &#8212; which is roughly between 4 p.m. and 10-11 p.m. and weekends &#8212; the usage is anywhere between 90 and 95 per cent,&#8221; Harper said. &#8220;There really is a shortage of ice in those prime times.&#8221;

The price tag for a new arena with a pair of ice surfaces &#8212; including the demolition of the civic facility &#8212; is pegged at about $38.6 million. Harper&#8217;s department is also proposing a $5.8 million renovation to the Henderson Ice Centre as well as a $530,000 renovation for the Fritz Sick Pool and a pair of planning studies.
The list of pitches made so far is <a href="https://agendas.lethbridge.ca/AgendaOnline/Meetings/ViewMeeting?id=2967&amp;doctype=1" target="_blank">available on the city&#8217;s website</a>. More proposals will be made in the next two weeks before CIP budget deliberations begin on May 10.

Pitches begin for potential 2022-31 Lethbridge Capital Improvement Program projects

As the third wave of the COVID-19 pandemic takes hold in Alberta, it&#8217;s also the third time that gyms and restaurants will be forced to reduce services; this time, less than 60 days after last reopening their doors.

Premier Jason Kenney announced on Tuesday that certain restrictions were being reintroduced across the province by the end of the week to address rising COVID-19 case numbers and variants of concern.
As of Wednesday, gyms were once again limited to just one-on-one fitness with trainers &#8212; with individual and group fitness banned again &#8212; and by Friday at noon, indoor dining at restaurants is not allowed.
Kieth Carlson owns a restaurant called Roy&#8217;s Place in Claresholm and says he wasn&#8217;t surprised to see the province tighten up restrictions again.
&#8220;We&#8217;ve seen the issues crop up,&#8221; he said. &#8220;We see people come in and you believe wholeheartedly that they are not from the same cohort, however, you take the contact information, you ask the questions and of course everyone&#8217;s from the same household.

Restaurants were given the green light to provide dine-in service on Feb. 8, and Carlson said his business had just returned to a full complement of staff on the payroll.
Now, he&#8217;ll once again be forced to cut back hours for his employees.
&#8220;Honestly, the toughest part is the commitment we try to make to our employees,&#8221; he said.
&#8220;I&#8217;ve had good people that have actually left the industry because they saw the third wave coming, and they got out beforehand.&#8221;
Tyler Harvey owns the Canadian Brewhouse in Lethbridge and said he too has had a hard time disappointing hardworking staff.
&#8220;You know, when you&#8217;ve got someone asking, &#8216;Why am I not being brought back? What did I do wrong?&#8217; You know, those kind of questions tug at your heart,&#8221; he said.
This time around, restaurants have been given the green light to provide patio service, and Harvey said he feels for those businesses that don&#8217;t have an outdoor space available.
Patio diners will still be limited to tables with members of the same household only, and customers must be spaced two metres apart or separated by an impermeable barrier.
While the Canadian Brewhouse has the advantage of a large patio, Harvey said the often volatile southern Alberta weather means it won&#8217;t be a reliable income source.
&#8220;What is this going to look like?&#8221; he asked. &#8220;I schedule a bunch of servers, bartenders, all our support team that go around cleaning the restaurant on a regular basis, and then it starts raining &#8212; or we get those 90-kilometre (per hour) winds&#8230; so all of a sudden we&#8217;re closed?&#8221;
Other than patio service, restaurants will be limited to takeout, delivery and curbside pickup.

Fitness centres will also be feeling the crunch of reintroduced restrictions.
For Vanessa Bishop, the owner of Unite YQL, the news means another transition for staff and clients.
&#8220;I thought for sure we would have spin going by March,&#8221; she said.
The gym owner said she and her staff worked hard to provide a safe fitness experience.
&#8220;We had everything &#8212; kind of ducks in a row &#8212; as February went along, now it&#8217;s just expect the unexpected,&#8221; Bishop said.

COVID-19: Businesses react to Alberta’s restrictions rewind limiting service at gyms, eateries

Lethbridge Fire and Emergency Services were called to a house fire on Beech Road South on Friday night around 9:30 p.m.
Firefighters were able to get the fire, which appeared to be on the side and back of the house, under control. There was extensive damage reported but no dollar loss has been determined yet.
No injuries were reported and the fire is currently under investigation.
According to a tweet by an animal control enforcement officer in Lethbridge, a small white dog escaped during the fire and is still missing.

Lethbridge police are asking the public for help with locating a 33-year-old missing woman.
Angela Skinner was last seen at her home on April 1 at 11:30 p.m. Police are concerned for her well-being.
Attempts to find her have been unsuccessful.
Anyone who has seen Angela Skinner or has information on her whereabouts is asked to contact police at 403-328-4444 or Crime Stoppers 1-800-222-8477.

Lethbridge police seek public’s assistance locating missing woman

People who attended two house parties in Lethbridge last month are being urged by Alberta Health Services to book a COVID-19 test.
AHS officials took their plea to Twitter late Friday afternoon.

AHS South zone communications director Gwen Wirth confirmed Friday that each gathering occurred at the same home.
People who attended either gathering are being asked to book a testing appointment, whether symptomatic or not, and alert health officials that they were a close contact of a confirmed case.

The <a href="https://mccainfoundation.org/" target="_blank">McCain Foundation</a> is investing $280,000 into University of Lethbridge graduate students with the aim of producing more innovative leaders in sustainable agriculture.
The McCain Foundation Studentships for Sustainable Agriculture program is intended to support and promote master of science students in biology, whose research focuses on science and leadership in sustainable agriculture.

The pilot project will fund at least six grad students for two years at $20,000 per year, offering training in experimental science with U of L researchers, as well as novel courses and new networking opportunities.
The students in the specialized cohort will conduct a thesis-based research project focusing on either genetics, physiology and natural product chemistry, or environmental sciences.
McCain Foundation chair Linda McCain said the organization has long supported initiatives in rural communities where McCain operates. The company has a potato-processing plant in nearby Coaldale and potatoes are grown by local farmers.
&#8220;We are pleased to support the McCain Studentship in Sustainable Agriculture, in line with our commitment to education and the environment, so these communities and their farms can continue to grow for generations to come,&#8221; McCain said.

Jeremy Carter, an agrologist and McCain&#8217;s director of agriculture in Western Canada, said with the world&#8217;s population expected to reach 10-billion people in the next 30 years, the need to produce more food using less resources is more critical than ever.
&#8220;Feeding an ever-growing population with agriculture practices that protect and preserve the planet is a massive challenge,&#8221; Carter said. &#8220;Producing delicious food sustainably is our priority, and we are committed to ongoing research into regenerative agriculture, and sharing this knowledge with farm families we partner with across Canada.&#8221;
According to a statement from the U of L, students chosen for the program&#8217;s studentships will take specialized coursework, including a lecture or seminar class focused on advances in sustainable agriculture, as well as a master class in agricultural enterprise management.
When they complete their work at the end of two years, students will take part in a research showcase event to demonstrate their work.
Matt Brogard, an assistant professor in the university&#8217;s department of biological sciences, said the program is an ideal training opportunity because students will be exposed to a broad platform that will enhance their research skills and knowledge bases.
&#8220;This program will enhance the employability of graduates, making them attractive candidates for careers in applied research or management in the sustainable agriculture industry,&#8221; he said.
