Footage of the dramatic chase that led to his arrest shows pursuing officers as they through the streets near Watford, Hertfordshire, late at night.
Officers eventually catch up with fleeing Neary in his white Fiesta and smash their own motor into its back right side.
The dangerous driver’s car is spun ninety degrees before the cops smash into the motor again, disabling it and bringing the chase to an end.
Pursuing officers then leap from their car and rush to drag the Neary from his car and onto the ground.
As a group of cops work to handcuff the 25-year-old man he begins sobbing and apologising.
He can be heard saying “I’m sorry” over and over as he is brought into custody.
Cops ask Neary if he has been drinking and he replies: “Just a little, just the one.”
An officer then exclaims: “You stink of alcohol”, as the man hangs his head – hands cuffed behind his back.
Arresting officers then ask the dangerous driver if he will provide a roadside breath test.
Whimpering, Neary responds: “Not right now, no, sorry.”

He is then further arrested for failing to provide a roadside sample to the officers and asked if he will provide a saliva sample for a test.
The drug driver again refuses, telling the cop: “Not right now, I’m a little bit scared.”
Officers explain “being scared is no excuse not to provide a sample” and the drug driver responds “No, no you’re right, I’m a f***ing idiot.”
Hertfordshire Police later confirmed Neary had been banned from driving for two-and-a-half years.
The sobbing driver pleaded guilty to driving a motor vehicle dangerously, using a vehicle without and failing to provide a specimen for analysis.
He was sentenced at St Albans Magistrates’ Court on March 19.
He was given a 12 month suspended sentence and was also slapped with a fine and a number of costs to pay.
A judge ruled Neary will have to pass an extended driving test before being handed his licence back.
The dangerous driver has additionally been fitted with an ankle tag – forcing him to be at home every night from 9pm.
