Hundreds of swimmers had gathered along the Jurassic Coast for the traditional Christmas Day dip.
However, emergency crews were dispatched to the beach around 10:25 AM due to concerns for the swimmers' safety.
RNLI rescue teams could be observed contending with significant waves while searching the waters.
Devon confirmed that a “number of individuals” had been rescued by the crews.
The police stated: “Emergency services were alerted at 10:25 AM to the beach at Budleigh Salterton due to concerns for people in the water.
“Several individuals have been safely brought back to shore and will be assessed by paramedics.
“Coastguard and rescue teams are continuing their search efforts in the water.
“A considerable number of emergency service personnel are engaged in this incident.
“We request that individuals refrain from entering the water along this section of coast while this incident is ongoing for public safety reasons.”
The UK Coastguard confirmed that search teams were assisting in scouring the beach area.
It reported: “HM Coastguard was alerted around 10 AM.
“Exmouth and Beer Coastguard Rescue Teams, RNLI lifeboats from Exmouth and Torbay, and coastguard search and rescue helicopters have been dispatched to the scene to assist, along with police and ambulance services.”
Devon is one of the regions affected by the Met Office's yellow weather warning.
The south-west region is experiencing winds of up to 65 mph, accompanied by a cold health alert.
A yellow wind warning has been issued from 4 AM to midnight, predicting gusts peaking at 65 mph in certain areas.
The forecaster has also warned of possible disruptions to services and supplies in some regions.
The warning applies to the western coast of the UK, impacting the south-west and most of the region.
It states: “Strong and gusty east to northeasterly winds.”
Several Christmas and Boxing Day swims in Devon and Cornwall were canceled due to the weather warning.
