The Centre for Information Technology and Development (CITAD) has strongly condemned the arrest of Abubakar Isah Mokwa, a postgraduate student at Ibrahim Badamasi Babangida University, Lapai (IBBUL), for allegedly criticizing the Niger State Governor, Mohammed Umaru Bago, on Facebook.

This condemnation was expressed in a statement signed by Executive Director Y.Z. Ya’u on Friday.

CITAD characterized the arrest as a blatant attempt to criminalize free expression and stifle dissenting voices.

“The arrest of Abubakar for merely sharing his opinions online is both alarming and unconstitutional,” Ya’u remarked.

He further stated, “This action clearly violates Section 39 of the 1999 Constitution, which safeguards every citizen’s right to free expression and the freedom to hold opinions without interference.”

Reports indicate that Abubakar was apprehended at his off-campus residence in Lapai and subsequently transferred to the State Police Command Headquarters in Minna.

The police alleged that he was involved in cyberbullying and cyberstalking, accusations that CITAD deems baseless.

The rights organization also pointed out that this incident is part of a broader trend. “Under Governor Bago’s administration, Niger State has experienced an increasing pattern of media suppression and intolerance towards criticism,” the statement mentioned.

“In August 2025, Badegi 90.1 FM was suspended for allegedly criticizing the governor, and journalists such as Yakubu Mustapha of Peoples Daily and Mustapha Nasiru Batsari of Voice of America have faced harassment while carrying out their professional duties.”

CITAD is calling for the immediate and unconditional release of Abubakar Isah Mokwa and urges the federal government to prevent security agencies from being utilized for political repression.

“We urge President Bola Ahmed Tinubu to instruct the Nigeria Police Force to uphold citizens’ rights, and for the Inspector-General of Police to investigate this situation and caution officers against arbitrary arrests,” Ya’u stated.

The rights organization also appealed to Governor Bago to respect freedom of expression and cease targeting activists, journalists, and media outlets.

Ya’u concluded, “The governor should focus on addressing developmental issues and improving governance in Niger State instead of intimidating the populace.”

CITAD underscored that freedom of expression is the cornerstone of democracy and cautioned that the ongoing misuse of state power to silence critics undermines civic trust and democratic governance.

The organization affirmed its commitment to protecting digital rights, promoting online safety, and ensuring that Nigerians can express their opinions freely without fear or harassment.
